This fi-compass case study update explores the implementation of CAP Troisième Révolution Industrielle (CAP TRI), subsequently renamed REV3 Capital (REV3), which was the first financial instrument which combined resources from European Structural and Investment Funds (ESIF), with European Investment Bank (EIB) funding guaranteed by the European Fund for Strategic Investments (EFSI). The financial instrument was developed to help Nord‑Pas de Calais, currently named Hauts-de-France following the merger of Nord-Pas-de-Calais and Picardie regions, become the first carbon‑neutral region in France by 2050. REV3’s overall objective is to provide equity and quasi‑equity, primarily for small and medium‑sized enterprises, but also for mid‑caps and special purpose vehicles.
After the end of the eligibility period, the continuity of support for the provision of equity and quasi‑equity, was ensured through an increase of the fund’s size, while also widening the scope to industrial start-ups, with no further ERDF contribution.
This case study is an update on the 2016 fi-compass case study CAP Troisième Révolution Industrielle Nord-Pas de Calais, France focussing on the results achieved.
