The ‘Technical meeting for Member States on EMFF/EMFAF financial instruments’ organised by the European Commission, Directorate-General for Maritime Affairs and Fisheries (DG MARE) in partnership with the European Investment Bank (EIB) took place online on 18 June 2021 and was dedicated to the managing authorities responsible in this field.
The technical meeting aimed at raising awareness about the potential of using financial instruments co-funded by the European Maritime and Fisheries Fund (EMFF) and its successor the European Maritime Fisheries and Aquaculture Fund (EMFAF). Despite the limited deployment of EMFF financial instruments during 2014-2020, the presentations highlighted that there is potential for greater use of those instruments under the new EMFAF. A number of simplifications introduced in the new legal framework applicable for financial instruments can further facilitate the use of this type of support.
Experiences and lessons learnt were also presented from using EMFF financial instruments, as well as existing initiatives at EU and national level to support blue economy investments, such as the BlueInvest and the PORTUGAL BLUE. These examples showcased a valuable source of inspiration on the design of future financial instruments under the EMFAF and/or at EU level under InvestEU.
Furthermore, the improved and more flexible implementation options foreseen in the Common Provisions Regulation 2021-2027 (CPR) will allow EMFAF managing authorities to develop tailored support packages addressing the needs of final recipients.
